The fastest graphic card around is the ATI HD5970 and it's a dual GPU card. If there were a dual GPU solution of the nVidia GTTX 480 card which is a bit faster but around $100 more expensive than the single GPU ATI HD5870 it would cost probably at least $300 more than the 5970 card and still be only slightly faster.So if you want power for your money go ATI. Get either the 5870 which is around $400 or if, like you said, you don't mind spending $700 on the 5970 one then you will have the best VGA on the market now.
Consider that you need a powerful PSU for either of these cards, both the nVidia and the ATI ones. And as for the processor, you would get the AMD processor and board for quite a lot cheaper than the leading Intel boards+processor, but AMD is currently behind on performance. Still performance per money they are quite level with Intel, if not a better buy. So either go with the best AMD processor you can find that fits your budget and the best motherboard for that socket, or if you got money to spare get an x58 board with triple channel DDR3 and basically any processor you can fit on it cause they are all monsters.
